The Supreme Court of Russia has removed references to the European Court of Human Rights (ECHR) from the country’s legal system, thereby allowing judges to disregard ECHR case law when issuing rulings.

The Plenum of the Supreme Court annulled its Resolution No. 21 of 27 June 2013, which regulated the application of the Convention for the Protection of Human Rights and Fundamental Freedoms and its Protocols.

The Court also amended the Plenum’s resolution of 10 October 2003 by removing all references to the ECHR, including the provision stating that Russia recognized the binding jurisdiction of the ECHR in interpreting and applying the Convention and its Protocols.

The Supreme Court clarified that, in administrative, criminal, and civil proceedings, Russian courts should rely on the norms of the International Covenant on Civil and Political Rights and other international treaties to which Russia is a party.
